In an update on the social media platform's help center, Twitter Safety wrote that it was a place where people can express themselves, learn about what is happening, and debate global issues.

Healthy conversations can't thrive when violent speech is used to deliver a message. We do not have a tolerance policy towards violent speech in order to ensure the safety of our users and prevent the normalization of violent actions. People who don't follow the new policy may be asked to delete content before they can tweet again.

In October, Musk wrote an open letter to advertisers, reiterating that Twitter can't be a free-for-all hellscape, where anything can be said without consequences. Our platform must be warm and welcoming to all, where you can choose your desired experience based on your preferences, in addition to adhering to the laws of the land, according to Musk.
