The vouchers are only available to passengers who's flights are rescheduled to the next day due to a 'controllable irregularity', which means a delay of three hours or more or a cancellation within JetBlue's control.
This doesn't include delays or cancellations caused by weather conditions, air traffic control delays, or labor strikes, among other 'force majeure' events listed in JetBlue's contract of carriage.

If a JetBlue flight is delayed for more than three hours or more because of a reason within the airline's control, passengers are already entitled to a $12 meal voucher, overnight accommodations, and ground transportation from the airport to and from a local hotel, according to the airline's customer service plan.
In the case that JetBlue is unable to secure ground transportation, passengers have to submit their expenses to the airline within 10 days to be reimbursed.
