Sofia Implements Low Emission Zone with Fines for Older Vehicles
Starting December 1st and lasting until the end of February, drivers of older vehicles in Sofia's city center will face fines ranging from EUR 25 to EUR 100. Legal entities violating the regulations will be subject to even steeper penalties, with fines ten times higher, ranging from EUR 500 to EUR 1,000.
This initiative, known as the low emission zone, was initially implemented last year. However, technical issues with the software prevented the enforcement of fines. Despite this, authorities identified approximately 800-1,000 offenders daily, with over 80% of these vehicles registered outside of Sofia.
Following a contract signed in the summer of 2023, a test period for the zone commenced on November 1st. The system is now fully functional and capable of registering the license plates of potential offenders. Signage clearly indicates the boundaries of the low emission zone, and cameras are strategically positioned to monitor compliance. Additionally, drivers will receive informative brochures at petrol stations located within the zone.
The restrictions apply to vehicles that fall into the zero, first, and second eco categories during their annual roadworthiness inspection. This includes petrol-powered cars registered before January 1st, 1998, and diesel cars registered before January 1st, 2007. According to municipal data, approximately 140,000 vehicles with Sofia registration plates are affected by the ban. The responsibility for imposing fines lies with the Sofia Inspectorate.
