Mandatory Discharge for Sex Offences, New Inquiry into Military Sexual Violence

Government Responds to Royal Commission on Defence and Veteran Suicide

The Australian government has unveiled its formal response to the landmark findings of the Royal Commission into Defence and Veteran Suicide, accepting most of the 122 recommendations and promising "real, meaningful and enduring reform."

Prime Minister Anthony Albanese acknowledged the solemn promise to remember the fallen, honor their sacrifice, and care for their loved ones. He emphasized the need to fight the epidemic of veteran suicide and strive to bring it to an end.

One of the key recommendations being implemented is the mandatory discharge of Australian Defence Force (ADF) members convicted of sexual and related offences. This will require legislative changes and a new directive from the Chief of Defence presuming discharge for those engaging in certain forms of sexual misconduct.

The government also rejected a recommendation to remove the "service differential" that provides higher compensation payments for personnel permanently injured during war-like service. This decision was based on differing views within the veteran community and the availability of support and assistance for all veterans, regardless of injury location.

Establishing a new formal inquiry into military sexual violence in the ADF.

Creating a new statutory body to oversee changes and provide independent oversight and evidence-based advice on suicide prevention for serving ADF members and veterans.

Implementing psychometric testing, particularly emotional intelligence measurement, in the selection process for future defence leaders.

The government acknowledged the unacceptable rates of sexual violence reported in the ADF and emphasized that sexual misconduct and unacceptable behavior have no place in Defence.

Coalition spokesperson for veterans affairs Barnaby Joyce expressed support for the directive, stating that sexual violence or intimidation should not be a threat to those serving in the military. He emphasized the importance of holding individuals accountable for their conduct.

The government's response represents a significant step towards addressing the complex issue of veteran suicide and improving the well-being of ADF members and veterans. The implementation of these recommendations will be closely monitored and evaluated to ensure their effectiveness in achieving the desired outcomes.
