The Tokyo metropolitan government is set to launch a pioneering program that will provide financial assistance to pregnant women living in Tokyo who opt for anesthetics during childbirth at medical institutions within the city. With epidurals typically costing between 100,000 to 150,000 yen ($633 to $949), the subsidy is intended to alleviate the financial strain associated with painless deliveries as much as possible.

Governor Yuriko Koike, who championed the introduction of the subsidy system as a key promise during her election campaign, emphasized the increasing commonality of painless deliveries worldwide in an interview with The Asahi Shimbun. The decision to implement this initiative stemmed from a conversation Koike had with a female official of the Tokyo metropolitan government, who expressed concerns about the pain associated with childbirth discouraging future pregnancies.

Despite the benefits of painless deliveries, safety remains a crucial factor, especially considering previous cases of maternal deaths during such procedures. The Tokyo metropolitan government is currently in the process of finalizing the details of the subsidy program, with one requirement being that the delivery must take place at a medical facility equipped with the necessary personnel and resources for administering epidurals or similar procedures. However, there are challenges ahead in terms of training staff and ensuring that medical institutions meet the specified criteria, as well as potential issues stemming from regional disparities between Tokyo and neighboring prefectures.
