40 countries sign principles for rebuilding Ukraine

Leaders from 40 countries signed a set of principles for rebuilding Ukraine at the end of the two-day conference in the city of Lugano, Switzerland. The document provides regular monitoring of the progress of reconstruction and financial flows to Ukraine. Bulgaria did not participate in the forum. The United States, the European Union, Great Britain, France and Japan, condemned Russia's military aggression and called for Moscow to withdraw its troops immediately.

The EU said Kiev still needs to make progress in areas like the rule of law, reigning in oligarchs, fighting corruption and ensuring transparent governance in order to receive reconstruction aid.

Russian forces continued to attack to the northwest and east of Slovyansk. They continued to push west from Lysychansk and the Luhansk Oblast border towards Siversk. There are operations southeast of Bakhmut that continue.
