The government has a plan to decrease the poverty rate by introducing the social security budget policy allocation as the main tool of fiscal policy, which is important in increasing economic growth. To accomplish this, the APBN has a distribution function that consists of a series of policies to improve community welfare through fair distribution to marginalized communities. The 2024 Social Security budget is estimated to be IDR10.6 trillion.

based on law no. 13/2011, certain marginalized groups can receive social protection and services through social security and sustainable welfare conditions. According to law No. 11/2009, the protection is classed as efforts directed at preventing and handling risks from social shocks and vulnerabilities, which are implemented through social assistance, social advocacy and legal assistance.
