## Congress Vows to Implement Forest Rights Act Across India

The Congress party has pledged to prioritize the implementation of the Forest Rights Act (FRA) across India if voted to power. This commitment was announced by Congress general secretary Jairam Ramesh, who highlighted the importance of the FRA for tribal communities.

Ramesh stated that the FRA empowers forest-dwelling communities to manage their forests and harvest forest produce for economic benefit. However, he expressed concern that the implementation of the FRA has been stalled due to a combination of factors, including the failure of state governments to implement it and the BJP-led government's legislation to "dilute" it.

As part of its 'Paanch NYAY Pachees Guarantee' program, the Congress has promised to resolve all pending FRA claims within one year. Additionally, a national mission with a dedicated budget will be focused on implementing the FRA across India.

Ramesh also emphasized the need to review rejected FRA claims, stating that 34.9% of claims across India have been rejected, denying basic rights to over 1.7 million Adivasis and other forest dwellers. A transparent process for reviewing these rejected claims will be implemented within six months, according to the Congress's promise.

The FRA provides for both individual and community rights, and the Congress recognizes the importance of both. Ramesh cited the example of Menda Lekha in Gadchiroli district of Maharashtra, which became the first gram sabha to gain control over the use of bamboo in April 2011. This resulted in Menda Lekha achieving financial independence and demonstrating the potential of community rights under the FRA.

Congress leader Rahul Gandhi also reiterated the party's commitment to protecting the rights of tribal communities. He stated that the aim of the Congress is not only to protect their resources but also to ensure their participation in the building of modern India. Six resolutions dedicated to the tribal society will be implemented to achieve this goal.

The Congress believes that a strong foundation is essential for a strong nation, and empowering tribal communities through the full implementation of the FRA is a key step towards achieving this vision.
