Tribal Belt Designation Threatens Livelihoods and Tea Production in Assam

## Small Tea Growers in Assam's Lakhimpur District Face Challenges Due to Tribal Belt Designation

the lack of land allotment in their names due to the area being designated as a tribal belt. This has prevented them from accessing various benefits and schemes offered by the government and the Tea Board of India.

The growers have repeatedly appealed to the government to either de-notify the area or make provisions for allotment to non-tribal communities, as the tribal population in the region is less than 10%. They point out that previously, the government had provided temporary allotment and certain benefits, but these have been discontinued.

The lack of land pattas also restricts the growers' access to financial assistance and other support programs. They have met with district officials and submitted memorandums to the Chief Minister, seeking a resolution to this issue.

The Chief Minister has acknowledged the concerns of the non-tribal communities and stated that the government is working to address their land-related issues. However, no concrete steps have been taken so far.

This situation not only affects the livelihoods of the small tea growers but also hinders the overall tea production in the state. As per Tea Board India data, small tea growers contribute nearly 48% of the total tea produced annually in Assam.

The issue of land allotment in tribal belts and blocks is a complex one, requiring careful consideration of the rights and interests of both tribal and non-tribal communities. The government needs to find a solution that balances the need for protecting tribal rights while also ensuring the economic well-being of non-tribal communities who depend on tea cultivation for their livelihood.
