Queensland's Greenhouse Gas Emission Reduction Targets to Become Law

Queensland's state MPs have approved legislation that will legally bind the state to reduce greenhouse gas emissions. The targets set by the Miles government include a 30% cut by 2030, 75% by 2035, and achieving net zero by 2050. A key aspect of the legislation is the establishment of an expert panel to provide guidance on emissions reduction strategies, and there will be yearly reporting to the parliament on the progress made.

Energy and Clean Economy Jobs Minister Mick de Brenni emphasized the urgent need for action to combat climate change, citing compelling evidence. While the government's majority ensured the bill's passage, there were calls for bipartisan commitment from environmental groups, particularly as it is an election year. The main opposition, LNP, supported the emissions reduction targets but opposed legislating renewable energy goals due to concerns about feasibility and potential impact on energy bills.

The legislation also addresses ownership of energy assets, stating targets for public ownership of various components in the energy sector. It outlines plans to attract investment in new industries and transition existing industries toward decarbonization. Additionally, it aims to create jobs in emerging sectors like hydrogen and critical minerals, supporting the transition to a net-zero economy. The rejected amendment from the opposition to wholly retain public ownership of generation assets was a point of contention during the debates. The legislation includes details on a blueprint for significant energy infrastructure changes to decarbonize the electricity network, as well as a framework for establishing Renewable Energy Zones essential for meeting targets by 2035. A Job Security Guarantee with funding support for workers in coal-fired power stations is also outlined in the legislation.
