Each pillar comprises five specific guarantees, totaling 25 promises. These promises were formulated after extensive nationwide consultations, gathering thousands of suggestions through email and the party's "Awaaz Bharat Ki" website.
Congress President Mallikarjun Kharge emphasized the significance of the manifesto, stating, "Our 5 NYAY — 25 GUARANTEE agenda represents our non-negotiable commitment to the welfare of the nation." He further highlighted the long-standing trust between the party and the people of India, dating back to 1926.
The manifesto is also expected to address key issues like unemployment, farmer distress, and women's safety, which were central to the party's promises in the 2019 polls. These issues are likely to remain prominent in the party's agenda leading up to the 2024 Lok Sabha elections.
Additionally, the manifesto may include pledges to repeal the Prevention of Money Laundering Act (PMLA) and the Citizenship (Amendment) Act (CAA), along with steps to enhance transparency in government recruitment and strengthen legislation against document leaks.
