Anthony Lowe, a former CEO of an NDIS service provider, believes achieving the cost reduction is contingent on establishing foundational supports outside the NDIS. He emphasized the need for collaboration between the government and states/territories to develop and fund these supports, which could include peer support, information, and programs through schools.

Dr. Lowe also stressed the importance of other measures to reach the 8% growth target for the scheme by 2026. He expressed concerns about the timeframe and the lack of transparency regarding planning and costings. He believes the government may need to make adjustments to achieve the desired cost savings without negatively impacting the disability community.
