The long-awaited Labour Codes are back in the spotlight, with the labour ministry preparing the groundwork for the new government to potentially implement them.

"The notification of the codes is a high priority item on the reform agenda," a senior official stated. "The ministry is reviewing the implementation process for the codes and working on regulations and notifications." This includes preparatory work for provisions like the social security fund for informal workers.

Most states have now published draft rules for public consultation, allowing for swift notification once a decision on implementation is made. "The aim is to have everything ready for the next government to decide on the way forward," the official added.

the Code on Wages, the Industrial Relations Code, the Code on Social Security, and the Occupational Safety, Health and Working Conditions Code.

While Parliament has approved the Codes, their notification requires consensus among states, as labour falls under the concurrent list of the Constitution. Both the Centre and States have the authority to enact legislation in this area.

Previously, both industry and trade unions raised concerns about the Labour Codes, leading several states to hesitate in notifying them. Since then, the Centre has engaged in consultations to build consensus on the various provisions.
