Japan Tightens Regulations on Artificial Intelligence
The Japanese government is taking a significant step towards regulating artificial intelligence (AI) with the introduction of a new bill. This bill, approved by the Cabinet on February 28th, aims to curtail harmful applications of AI that could violate human rights, spread misinformation, or break laws.
The bill grants the government the authority to investigate AI developers in cases of serious incidents that infringe upon the rights and interests of citizens. It also requires AI developers to disclose their safety measures, regardless of whether incidents have occurred. Businesses are expected to cooperate with the authorities, but no penalties are imposed for violations, except for public naming and shaming in cases of severe noncompliance.
The bill also includes new policies to foster AI development and utilization, which would be implemented by a task force of Cabinet members. This move is part of a wider global shift towards regulating AI to mitigate potentially serious negative effects on society.
Previously, Japan relied on self-regulation by businesses according to government guidelines. However, in response to growing international pressure, the government changed its approach and began to discuss more comprehensive AI regulations last summer. The bill was introduced unusually quickly, in just over six months.
This new bill demonstrates the Japanese government's commitment to responsible AI development and utilization. It aims to strike a balance between promoting innovation and protecting citizens from potential harm. The bill is expected to be passed during the current Diet session.
