Japan Declares Global Partnership with US, Emphasizes Security Cooperation in Indo-Pacific

Prime Minister Fumio Kishida addressed a joint meeting of Congress on April 11, 2023, declaring Japan a "global partner" of the United States. He emphasized Japan's commitment to security in the Indo-Pacific region and its willingness to share the burden of maintaining the international order.

Kishida's speech highlighted the evolution of the Japan-US relationship, from a regional partnership to a global one. He cited Japan's increased defense spending and acquisition of counterstrike capabilities as evidence of its commitment to security.

Kishida also expressed concerns about the potential for the United States to become more inward-looking under a Trump presidency. He assured the audience that Japan would continue to play its role in upholding the international order, even if it meant taking on a greater share of the burden.

Kishida's speech was part of a broader effort by the Biden administration to strengthen ties with allies and partners in the Indo-Pacific region. The lineup of state guests, including leaders from Australia, India, South Korea, and France, reflects this emphasis.

The Quadrilateral Security Dialogue (Quad), a framework of cooperation between Japan, the United States, Australia, and India, is a key element of this strategy. The Quad aims to counter China's growing assertiveness in the region.
