The experts proposed the introduction of a system to measure information health and the development of IT literacy educational materials, among other recommendations.

The document identified issues like fake news and filter bubbles, where internet users encounter only information that reinforces their own beliefs.

The report included 16 co-authors, including professor Kuniyoshi Sakai, a professor in the University of Tokyo who specializes in the neuroscience of language. Toriumi is a expert in computational social science and Yamamoto is an expert in constitutional law.
