Japan Unveils International Framework for Generative AI Regulation

Japanese Prime Minister Fumio Kishida has announced an international framework for the regulation and use of generative AI. This initiative adds to the growing global effort to establish governance for this rapidly advancing technology.

Kishida made the announcement during a speech at the Paris-based Organization for Economic Cooperation and Development (OECD). He acknowledged the potential of generative AI as a "vital tool to further enrich the world," while also highlighting the need to address its potential downsides, such as the risk of disinformation.

Building upon Japan's leadership of the Group of Seven (G7) last year, the Hiroshima AI process was launched to develop international guiding principles and a code of conduct for AI developers. This voluntary framework, known as the Hiroshima AI Process Friends Group, has garnered support from 49 countries and regions. These participants will collaborate on implementing the principles and code of conduct to mitigate the risks associated with generative AI and promote cooperation to ensure the safe, secure, and trustworthy use of AI worldwide.

Kishida's announcement reflects the global urgency surrounding AI regulation. The European Union, the United States, China, and numerous other nations are actively developing regulations and oversight mechanisms for AI. Additionally, international bodies like the United Nations are grappling with the challenge of supervising this transformative technology.
